licensing/registration/training/evaluations for every classification of firearms a person wants to buy??? federal subsidies for current gun owners to complete said licensing/registration/training/evaluations??? federal database of everyone who has been through said licensing/registration/training/evaluations that is available to dealers and sellers???
stricter compliance requirements from manufacturers, dealers, and sellers at the point of sale??? federal gun buy-back programs that pay people to surrender their firearms, accept legal and illegal ones, and don’t punish people who willingly surrender them??? limits on how many kinds of each gun a person can own at one time??? limits on how much ammunition can be sold at one time??? limits on how much ammunition can be sold in a given time frame, in weeks, months, or years??? higher taxation on ammunition??? that’s like 17 gun control ideas that don’t involve banning all guns or any specific kind of gun
maybe each thing individually wouldn’t have stopped this, but an entire federal network of such laws would have.
